We have rental house in Ottawa, Ontario. Our tenant hired plumber and electrician to install jacuzzi without our authorization. He sent to us electrical and plumbing invoices, asking for reimbursement.
We checked with ESA (Electrical Safety Authority) and there is no records of any electrical inspections or ESA certificates. We also checked with City of Ottawa and no plumbing or any other permits have been issued to the property.
We checked Skilled Trades Ontario Public Register and plumber is not listed as licensed in Ontario. Electrical contractor is also not listed as licensed in Ontario.
We would like to know what is proper procedure to inspect, rectify and certify work done as obviously work was not done by licensed professionals.
That's a hard question for me to answer as we are located in B.C. If that situation was in B.C I would tell you to find a verified licensed Plumber and electrician to pull new permits, verify that all work is to code and rectify any issues. I hope this was helpful
Thank you Matt. I'm worry that I might not be able to get City permit after work is already completed. I'll have to talk to someone at permit department about it.
We already have estimates from licensed electrician and plumber to inspect work completed.
Not to worry yet! It was done without permit either by a pro or a amateur. What you have to do now is pay for a permit and arrange a plumbing inspection, if luckily it was done right you are good to go, if not then you will be told what has to be corrected to pass. Personally I would refuse to pay the bill until you get a pass from the city. As well you may want to check with your local landlord/tenant board on criteria on whether you are even responsible for tenants doing unauthorized work on your property?
Work is not done by professionals & licensed trades.
My big concern is that all plumbing and electrical connections to jacuzzi are behind already finished walls. Even if work is done properly we will have to do some damage to inspect it. All of this creates unnecessary expenses for me and on top of that tenant is threatening to sue us for refusing to pay him for what he has done.
We applied for LTB hearing but waiting in Ontario is close to one year now. This needs to be resolved fast as we are paying for house insurance and there is risk of fire or water damage if work is not done properly.
Depend on the situation,
are they installed new jacuzzi or replaced the existing one.
They installed the new jacuzzi without asking us.
Before jacuzzi there was just a regular bathtub.
They made modifications on electrical panel to make power connection (as per their email) and they removed portion of kitchen ceiling to change plumbing connections underneath of jacuzzi.
