Ok to the point. Fully gutted reno job, tar paper against brick on the inside to help with moister control (between brick and bat insulation). Yes or No ??

Second? New windows being installed...do I need to frame rough openings before new windows are installed? Will be building 2x4 walls apprx 1 inch from brick walls or where ever plumb is away from brick walls for clearance.

I would use house wrap instead of the tar paper, just make sure you put in on in the right direction. I would also frame the brick in 2X wood, you'll get a nice square opening and you have something to attach the window too.

Spray foam all the openings in the brick first, also use a window tape/seal for extra protection. Pushing the window as far out as possible is not the most energy efficent, but it does give you a very deep inside window sill. To me it just looks better.
