Partially insulate the external walls, leave rest until rooms are defined

I've got a basement that is only half finished. I'd like to at least partially insulate the unfinished external walls with Roxul Insulated Sheathing directly on the walls, but want to take my time framing the walls. I'll wait on batt insulation and framing interior walls when I know what the finished spaces will be used for. Would I need a building inspector for doing those two pieces of work? If so, would I just get an additional permit later for completing the next stages of work going forward on top of that?

You can just do this insulation by code for now and when you decide on what you want to do with the space, you can include everything in the permit drawings later on

I don't believe u need a building inspector unless u are changing existing walls. U will need an electrical inspection whence u put in wiring though.
