This depends on the municipality, there is no standard provincially. Each municipality will have an annual 'fees bylaw' where all of the fees the municipality charges for all services including building permits are listed. You should be able to find this in the bylaws section of the municipalities website.

Most municipal building departments are happy to help you understand the steps, requirements and costs.

To produce the permit drawings required for the basement as a rental unit is about $2000 + another few hundreds for the application fees.

As Steve said it completely depends where you are out here in Edmonton it is about $700.00.
