In Ontario I need to replace my pot lights in my basement drop ceiling as they are not secured properly. Can I use the slim led light that are on the market are the light enough to be on the drop ceiling tiles?
They are definitely light enough. Just make sure to secure the box to one of the floor joists to keep the weight off the tile. The slim LEDs work great morning in dropped ceiling.
Yes you can. May need to support the LED driver box depending on what tiles you have.

you can use the slim panels as they are 1 1/2" thick , you only need 4 1/4" cut out hole , 4" 9 Watt are replacing 60W .

There are a few things you need to be aware of that are not mentioned. the old recessed light cans and frames you remove might have aluminum wiring used that could be an issue with the new lights.
The old wiring must be fastened to the floor joists properly and not simply dragged across the T-bar ceiling.
The junction boxes for the new slim lights may only be able to receive 2x 14/2 cables, so junction boxes may be required to lower the cable count insertions.
Every recessed light replaced (even one) would require an ESA permit regardless if it is your home or a friends. ESA permits are a proven way to ensure your work is code compliant and everyone is safe. The permit is also a great resale item proving the work is safe.
For your own safety, you need to be aware that only Licensed Electrical Contractors are allowed to do electrical work.
ESA permits MUST be obtained with inspections carried out. If anyone tells you otherwise they are working illegally. Check their ESA number and license information.

Not sure why you need to replace your pot lights because they are not secure Regardless, as mentioned previously you need to have a permit and inspection completed. In the older homes the wire often was only rated for 60*C and they are not suitable for the new potlights, so a circuit wiring may need to be run if you have the older wiring because it does not meet the required temperature rating.
But to answer your original questions, yes you can install the slim pots in a drop ceiling without issue 90% of the time.
