Is it possible or legal to use cold storage room in the basement as a basement entrance? Can we add the basement entryway there?

Yes but you will need to get Eng. drawings and building permit first.

Send a picture of the outside of the house where this is located " usually the front porch" Therefore not sure how aesthetically pleasing that will look towards the resale IF EVER of the home.

Check with your local municipality office, a building official there can get you going in the right direction

I suggest you seek advice from your local authority before you get in too deep with the idea

One potential problem is that footings typically need to have a minimum of 1.2 m of cover for frost protection (depends on climate and soils).

Your municipality may have a bylaw which require permits for any kind of exterior alteration even on the back of the home.

Your municipality will also be concerned about the likelihood of a secondary suite which may not be permitted under any circumstances.
