Unfinished basement assessment

We hired a contractor to finish my walkout basement with agreed 6 weeks of work. He spent 16 weeks then left the unfinished basement and walked away, while we paid him nearly 90% of money. The wall and floor are installed but cabinets made by him manually were totally horrible and unacceptable. He disagree to replace with what we asked, then left those unfinished cabinets in my basement and moved all tools by calling it finished. There are a lot unfinished clean up and fixing work to be done in many areas. I'm looking for a licensed professional to provide an assessment report on how many issues/defects he left in my home. I will need this information to make a claim through small court. Please let me know if you can provide such assessment with your charge.
