I have wet spots on the outside of my foundation. I would like to know what is causing it and what can I do to fix it. For what I can tell, it seems to come from the top...

If this started happening when the snow was up against the cinderblock then I would think it could be weeping up the block when it start to melt.Water can behave in odd ways at times. Otherwise if your home is completely built with cinderblock this water can be coming down from the roof and filling the blocks but if this where the case you would probably have water in your basement. I hope this helps and this is only my opinion I would need to see it to determine if the above is correct.

I've not come across the issue you are having, so I can't say with any certainty what is causing it or if it is a critical issue. However there are products available, from companies like Xypex and others, that you can coat your concrete walls with to create a moisture or waterproof barrier. Another potential option is to add some flashing around the base of your siding to "kick" the water coming down the siding away from the concrete wall. These ideas are only suggestions that may solve your issue.
