What is in my toilet?

Can a plumber please help me determine what this is in my toilet? Even after I clean it, it keeps coming back, so it's not a build up of a dirty toilet. It's been like this for a few months and I can't permanently clean it as it reoccurs after a few days.
Note - there are 3 other toilets in the house that do not have this issue.

Open the tank and see what's in there. There's typically a Styrofoam liner for insulation which could be degrading. Or someone played a prank on you in there :)

You will need water treatment for your home because it appears to me that you have chemical contaminants in your water. The staining you see is due to the presence of Manganese in the water. I highly recommend you get your water tested first for chemical contaminants and then find a water treatment professional near you. Kinetico water systems are excellent at treating these type of contaminants.
