What would a ballpark cost be to install a 100 amp sub panel in my garage? My existing panel is in my unfinished basement and has plenty of free spots and I have measured the length of wire at 60-65 feet.
What would the cost be to do this work including all material and inspection from the ESA?

What kind of panel is it? Huge cost difference between a modern Siemens / Eaton / Square D and older or obsolete Federal / ITE / Commander, etc breakers.
Who is doing the digging and how long is the trench?
Is your basement clear / clean?
Do you want to use copper or aluminum wire? As an example copper wire is $27 a metre, while aluminum wire is about $7 a metre, but wire that goes underground is more expensive then wire that is used just to cross your basement drilled through the floor joists.
These are all questions that will affect the price provided.
While I don't think $800 to $1000 is unreasonable; there are a lot of factors that can drive that cost one way or another.
