Is this costing in line with the average cost?
a little high, shop around but with all materials etc. it is average for alot of shops these days. Expenses are up. You will get a better price hiring your own master electrician direct.
It depends on if the walls are up or not, where you live, what energy needs you might have like EV charging possibilities. The issue with this question is what do you need and what are your expectations/requirements. What kind of breaker panel and GFCI/AFCI capabilities. In today's environment you will need 400amps if you have kids and you like gaming or home theatre. It might be possible for that amount if the master electrician is noteworthy with clients, ask for references and or jobs they have done, look them up in your jurisdiction for any previous liability claims.
