I am looking at buying a house. I have found one i like but it has a very wet basement. I know i could waterproof the house from the outside however i am concerned when neighbors have said the basement has been wet for years. How do i tell from looking at the foundation if the water has caused the concrete to deteriorate? Is it possible water issues could mean needing to replace foundation? The house has a footprint of 25 by 35. What would be worst case scenario cost wise to replace the foundation or is there any other options that i havent considered if thats the case? Or should i just keep looking for another house to buy

You have seen the damage, heard from neighbours that it has been for years. Then the question to you is "Is THIS property the last in market?" if you are getting a deal say at a very attractive price and want to take an educated risk go for it. If I were you I would look and compare all other options.
Other comparable house in same neighbourhood.
How much it will cost to fix it completely to the safe level structurally and would not leak again.
If I can get it fix and save some money I would go for it.

Water is not a good thing. Apart from the water, the foundation may have suffered but also the possibility of mould within the house can become a major health issue. Cost wise, it all depends on things like replacing weeping tile, drainage issues, and/or the source of the water. All can be a major cost. I'd walk away.
