Can I use fire rated paint instead of drywall to make my basement unit a separate dwelling in Ontario?

No, absolutely not. You must install fire rated drywall. That is cielings, walls etc.

all ceilings must have a 5/8 Firecoated drywall installed an insure there is fire block to the home above.
