Fire separation.

I am upgrading a panel located in the garage of a home. The panel is on a wall connected to the home.

Before I mount the panel on the plywood, do I need a sheet of 5/8 fire board behind the plywood?

No, but you do need to take out a pemit with the Electrical Safety Authority.

Roman is correct,

If you are moving the location of the panel, you must get a permit to do so.

Either upgrade or relocate, a permit is required for both.

That was a requirement many years ago...

On a rare occasion I still do it to space the panel out for cleaner offsets with conduit or spacing of large connectors.

Permit is required for all electrical work; and if you are not an EC (unless it is your own house) you can't do the work anyway.
