Can you use standard exterior grade carpet adhesive to glue outdoor carpet onto rubber roof membrane?

First you will need to assess the existing rubber roof to determine what it is exactly, if it is permitted by the manufacturer to be a walking surface, and if it is Code compliant to begin with.

Then you will need to look at the manufacturer's installation instructions (should be readily available online), followed by cross-referencing the carpet adhesive manufacturer's technical data.

Outdoor carpeting is not addressed in the Alberta Building Code as it is not a roofing product.

Recommend consulting with a building envelope specialty store (i.e. Cascade Aquatech).
