Comfort difference between r12 and r20 for a basement?

I've heard that r12 insulation for a basement is enough and there's minimal difference between the two. Is this true?

R20 is the norm its almost double the insulation factor

This is not true, R20 will make a big difference, also check with your local building dept in Oakville you must insulate to a min of R20 on a finished basement.
