How much can i expect to pay to fully insulate my 21x28 garage with 9 ft. ceiling and uninsulated 16 ft. garage door? Right now garage is just a closed in shell without any drywall on ceiling or walls.

Hello there based on your measurments to spray 2inches 2lb closed cell foam.

On walls 882sq feet $1940.40

On ceiling 588 feet $1293.60

Total $2234.00 +hst

It depends on how you wnat to insulate. The basic choices are batt insulation, solid Styrofoam, and spray foam. The costs vary as do the labour for each. Also, I would assume that you would want to include a vapour barrier? This is not always included. The ceiling could also have blown in insulation, but must be drywalled prior to having this done. $3000 sounds like a ballpark figure but if you can be more specific, you'll ge a better idea of actual costs.
