You will get what you pay for...a professional architect/engineer firm typically charges from min. $2-4,000 for that service. If you are going through A General Contractor expect at least the same or more. Most Contractors with experience in that type of work will be able to give you a fairly accurate estimated quote with a exact quote after the engineering done.

Depending on the firm/ designer you hire to produce your drawings you can expect to pay between $3000 and $5000 or more.
Engineer or Architectural firms tend to charge more for their services as apposed to an Architectural Design Firm. I am located in Sudbury, and I have noticed that prices for such work is a little cheaper in southern ontario as apposed to up north.
If you choose to go with an Architectural Designer, they will need to have a BCIN number in order to submit drawings for a permit application. They will also provide you with a Schedule 1 document, which lists all the designers information and is also a declaration that they take responsibility for the design.
You shouldn't need heat loss calculations or energy efficiency data calculations so long as your construction assemblies are chosen as one of the prescriptive compliance packages listed on the Ontario Building Code.
