I'm selling my home and the inspected flagged the outside of the deck was not double banded. How can I fix it?

Not double banded as in, not a joist and facia?
If joists are 2x8 add another on the inside or add a 2x10 ply around the hole deck will give a border around your deck boards as well that way

In my 30 years of construction I haven't a clue what double banding is?

Basically it is a double band to strength the beam and ridge board around the deck. If this is all the inspector found I wouldn't worry about it, a potential buyer can't back out of a deal for what you can repair yourself for less than $100.00
