Deck Stairs Built Close to the Property Line

I live in a toronto semi. My neighbour built an extension on the property line (fine), then a deck with stairs 4 inches from the property line (not fine). She can peer right into 1/2 of my backyard, which her AirBNB quests do. I have completely lost my backyard privacy. Is this legal? Is there anyway that i would get permission for a 12 foot fence? Thanks all!

May I Recommend to call your city zoning | Planing department, by doing so you will have the concrete answer.

Min. is 4 ft...complain officially to city planning & development, they will have her remove it or seek a variance. She did not get a permit otherwise you would have been legally notified 1st before work started and have option to dispute the work. Expect very ticked off neighbor though, but that's why we have "codes" & "permits"
