Can one contactor install both a roof top vent (or roof top exhaust vent) and the bathroom fan OR should a roofer be hired seperately to cut the hole and install the exhaust vent in the roof?

One guy that knows what he's doing can handle both tasks.

Make sure that the guy will perform the job correctly. I recently came across a situation where a previous contractor simply aimed the bathroom exhaust vent at the soffit rather than install it properly to exhause outside. Now the person has mold out the ying yang in his attic and is having a major difficult time getting the original contractor to remediate the problem.
