I want to finish my basement, in Brampton, for personal use. I want to put in a bathroom, wet bar, and living space. I don't have any intentions to rent the space, so I do not want to put in a separate entrance. Would the city provide me a permit or do they require a separate entrance to be built.?
You should have no problem at all obtaining a permot if its for personal use. You also dont require a seperate egress, unless you include a bedroom. If there is an existing rough-in, even better for you.

You do not need a separate entrance to finish your basement it's a single family dwelling
If its personal use, you do not need a doorway added. You have to make sure the windows meet the fire escape dimensions called for in your area.
You should not require a separate entrance if your are the basement is not being used as a secondary unit.
The only restriction is travel distance to an exit. In a typical house with two doors the allowable travel distance to the nearest exit is no more than 30 m (article 9.9.8.2.c.)
If there's a secondary suite in the basement that doesn't means you need another door; it can be a shared exit with the main floor.
Windows only need to satisfy egress requirements if they're for bedrooms.
You do not need a separate entrance for personal use and bedrooms must meet window egress regardless of use.
