Flatten uneven lawn that contains gravel

My backyard is uneven with a lot of foot holes. It is also littered with gravel no bigger than a dollar coin in diameter. I was thinking of tilling the lawn to remove the grass/weeds and help level the lawn before laying sod in the spring next year.

Is tilling the lawn the best way to do this? If so, how much would it cost to hire someone?
