I am thinking of getting basement walls framed. The builder already installed R20 fiberglass insulation wrapped around with plastic roll. Please see the pictures attached. There is a black paper installed between concrete wall foundation and the insulation batt.
My question is: Can I frame over existing builder's insulation?
The house is 4 years old and I didn't notice any moisture or mold signs in the basement.

Frost walls must be min. 1/2" from concrete. You can put them anywhere beyond that you want but that is typical install so as too hold insulation in wall. Fiber insulation should never be glued onto concrete, as long as you have a gap, should be fine. Plastic vapor barrier goes on warm side of room typically on the frost wall studs then drywall.

Yes you can just make sure you drywall the wall first and cover the insulation up and then frame into the wall makes a much cleaner job amd will get your best result
Blanket insulation is a cheapo way some builders do and it is garbage. The right way to do it is to be frost wall/insul/poly. Batt insulation that is attached to concrete direct will cause you moisture issues/mold etc. down the road. Redo it
