We are getting an addition onto our home and it was a 4 month estimated project that is now going on 1.5 yrs. It is a fairly large addition and will have it's own heating but the HVAC has not been installed. Currently the joining part of the addition to the rest of the home is completely open, flows into the rest of the house but now that it is winter and there is no heat in the addition it is making warming the rest of the house very difficult and very expensive. Our contractor is in no rush to install the HVAC though we've all but begged to hurry and do it. Does the contractor have an obligation to install the HVAC asap considering it is winter and we are living here?

Common sense from the contractor would be to put up vapour barrier around windows/openings to stop some of the elements and creatures from entering the addiction.
The is no law to say that the contractor should install the HVAC before winter but more they should see it from the client side.
I would tell them in writing to have The HVAC roughed-in, inspected and turned on within 28 days. If they fail to comply tell them you will be removing that part from the contract and finding and HVAC contractor to fulfil that portion. Now given that an HVAC permit and plans have been submitted to the city/municipality.

I think you should dismiss the (URL=https://en.wikipedia.org/wiki/HVAC) HVAC contract and join any other good leading company.Staying in such a climatic condition with HVAC it's a terrible situation.
