I have a commercial building that needs to be repainted on the outside. They are having stucco repairs done and i was wondering what you would suggest to be used for outdoor primer and paint that will not have any issues with the extreme Alberta weather. what about oil paint?

I would suggest PPG's Permacrete. You can use this directly on the stucco as well as the repairs. You should wait 5-7 days for the repairs to cure if they are relatively large. It is available at any Dulux Paint Store. If there aren't any Dulux stores near you, you could also look at Behr's Masonary Coating available at Home Depot.
If you choose premier or paint both not settle in single coats. I think oil paint is right because the thick layer of oil paint cover all the cracks & looks shinny.
Concrete and stucco needs to breathe ! Oil paint does not breathe and therefore the moisture from inside will push off the alkyd paint or primer and peel.
You need acrylic primer and paint . I recommend using the best product available which in my opinion is Benjamin Moore. Their Exterior Ultra Spec Flat Acrylic would be what I would use .
