Proper roof venting if have no soffits

We have an older double wide trailer that needed roof replaced. When the roofer discovered there were no soffits, they put square box vents at bottom edge on both sides of roof and more at the top on the one side of roof. It still isn't venting properly and just had a big rain storm with wind and water must have come in that one lower vent. Can this be fixed without having to replace the whole roof again? What is the proper way to vent without soffits?

Roof vents should be 2/3 up slope near peak or on Gable

In older homes that were built with no soffitts vents are placed usually in a gable type roof on the gable end end near top either both sides or 1 side and/or a few roof vents also 2/3rd up roof near ridge on 1 side. It will work well and was good forever before they started adding modern soffit designs & venting devices. You should not have vents "on" a roof near edge.

Can we take the lower vents out and fill in the holes somehow or would we have to redo the whole roof?
