What was the reason for the shingle curling in the first place? Perhaps it could be curling due to in-proper ventilation and the shingles are over heating or was it installed this way? You could potentially have a larger issue at hand than you think. I would estimate simply tarring a shingle down to run you between 150-300 depending on the company. But I would definitely recommend making sure the roof isn't cooked or installed incorrectly.

If it is just for wind damage and needs caulking then it should really only be a standard service call for up to $100 depending on ease of access

The depends on the amount of damage.

Curled up shingles should be replaced and cant be stuck down.

Blown up shingles can be stuck down. A handful of shingles can be done for minimum service call charge unless this was part of your warranty from you previous roofing contractor. A significant amount of shingles will cost a lot more and may fall under your insurance coverage or be warrantied by the shingle manufacturer.

Your neighbor down the street might do it for free. A handyman or unemployed roofer might do it for 100. A reputable roofing company will likely charge 200 - 400 unless the damage is significant.

Whoever does it can't guarantee it won't keep happening.
