Motor is new. Does my unit just need coolant? I cleaned the filter, and I also purchased new insulating foam (I've yet to change it as you can see.) We have very limited cool air, especially during heat waves!

The electrical for the AC is not compliant with the Canadian Electrical Code and was not likely installed by a qualified electrician.

The two common reasons that air conditioner coil and pipes freeze are low refrigerant or low furnace air flow.
Replace furnace filter if dirty and open all air registers if closed to maximize air flow. If still freezes, you would need technician to check refrigerant level and furnace blower.
You might end up buying new air conditioner since refrigerant leak repair is expensive and your unit looks old. I hope this response is of any help.
