When do I gravel my project?

When watching home building shows I notice that the outside of the property (ie front and back yard) are gravelled. Is it standard practice to gravel the outside yard? Why? Also, do you gravel the basement before or after the plumber?

No requirement to gravel or other ! Yes the plumber goes first with rough in and then crushed stone or rounded stone not gravel to grade prior to rebar and or pour to 3 and 1/2 or dependant on design.
