Can anyone recommend someone who will design a deck with instructions for proper building by the homeowner?

Garden Structure are a builder within this network. They have some great designs and also offer plans for the home owner to DIY (Do it yourself). If you contact them ask for Lawrence or you can purchase plans right on the website - they also offer free support during the build.

You will find a DIY site on lowes.com, but even the simpler sites don't recommend a newby homeowner build his own deck. Unless of course, you've got some significant building experience...
