My old shower lever has the cold on the left and hot on the right. I have a new Moen lever and it shows the hot is on the left.
Do I need to make any changes? Is the pipes connecting the valve reverse? Do I need to cut them?

You need to change the lines but before doing that ensure the valve is in the correct position. Sometimes the valve is improperly positioned. If that does not solve the problem reversing the lines hot for cold and visa versa will fix your problem.
Hot is always suppose to be on the left. Either your pipes are reversed inside the wall or the cartridge is installed in reverse. They make them that way so that if you have two showers that share the same wall, it is easier to run the supply pipes to both showers.
Either way you will have to cut the pipes to replace the shower valve, you can't replace it without cutting into the wall. Usually you can do it from the adjacent room so you don't have to replace the tiles.
