The question of how much a "basement kitchen rough-in" would cost is a bit to vague. You would need to know if this is new home construction where nothing has been rough-in yet, or an existing home that has abasement concrete slab already in place. For new home construction, and if adding in this extra rough-in BEFORE any plumbing work has started, would probably only add a few hundred dollars for the extra ABS drain and vent work. If however the concrete floor needs to be broken out to add this extra kitchen rough-in could cost a few thousand dollars or more depending on where the existing drain and plumbing vent work is. On a side note there are MANY other "Legal Suite" requirements that can be found on the City's web site, that you should also be aware of before you venture too far ahead with construction.
