Capped water line sticking out from ground is a tripping hazard...is the City responsible for moving it?

I have a concern with a capped water line, sticking out of my front lawn and I have witnessed friends, family and strangers tripping over it when they have to walk along side of driveway on the grass.....Is the city responsible for moving it? If someone gets hurt are they liable or us? (re: Burlington, On)

Who should I call? I want to install a stone walkwaky and want to know now before we start work...

The water line you talk about is likely the shutoff valve key for your main water line coming into the house.

If im not mistaken this is the responsibility of the water supplier to maintain it, but your liability if someone gets hurt because it is on your lawn.

You need to contact your local water supplier and explain to them the situation. Also, explain to them the hazardous side as well. There is a chance they will be able to come out and move it for you. If not, then they will at least be aware of the situation, and might be able to provide another solution for you. This way, it prevents you from being liable if someone falls and seriously hurts themselves.
