Cause of peeling/cracking paint

Have some peeling / cracked paint forming in the basement. Not sure if it's a leak coming from a pipe in the house. Haven't had the chance to see how wet the area is as it is higher up. I take it my only option is to open it up and see what the problem is?

Could be a leaky pipe. It could also be bad caulking around a window on the exterior of the house above the basement. Is there a bathroom Or kitchen above it? I would open it up and have a look.

There are a various reasons why the pain peels off the basement walls:
- High level of humidity
- Poor surface preparation
- Presence of mold
- Poor quality paint
