I have a bay window in my living room and I find that the floor is cold starting at the window till about 3 feet from it. The wall against the bay window, if I tap it, it sounds hollow, so I'm assuming that there's not enough insulation. Could it be possible that's all that is missing?
If it sounds hollow, that is your first indicator. Is this a raised bungalo and there is an overhang? Little more information on the type of home, structure etc... would be helpful. Let us know before we have a real solution for you.

So yes I do live in a bungalow, and your right the window outside does hang out. So I wasn't sure if I should remove the drywall in the summer and see if I can stuff in more insulation, or go from the bottom of the overhang outside and see if O can remove some panels and put some insulation that way. The final option depending on the price maybe have someone come over and shoot some foam insulation in which might be better since I'm not in construction.
