You have to give us the square footage. All the cielings and wall shared on the staircase have to be fire rated drywall. If both rooms are going to be used as bedrooms, then you need an egress window in each.

Give us more details and someone can give you an idea of costs.

What you have presently is known as a 'wet bar' (a kitchen less a stove). The turning point to a secondary suite is the addition of the stove; unfortunately there's a little more to it than the previous respondent

For a legal secondary suite you will need 2 furnaces so as not to mix air from one suite to another and to provide independent temperature control.

Also, the furnace room is required to be drywalled with joints/gaps sealed.

You may be able to view new show-homes with secondary suites in your area to see these and other requirements to meet current Code.

Legal basement has so many details of double family dwelling. From plumbing fire sprinkler, electrical windows .

Call an engineer to get advise the otherwise rent as is

Compliance: fully insulated to code, ceiling, furnace & utility area must be "completely fireproofed" with 1/2" drywall, all bedroom windows must meet egress 545 sq/in, separate entrance that has a min. fire rated door, separate heating system (furnace or they also allow baseboard heaters with a HRV unit installed as well, separate parking for tenants on site (street is not allowed). If shared laundries, everything must be separate from the (tenant unit). 6" min kitchen exhaust to outside vent, bath exhaust to outside vent, bathroom needs a simple backflow preventer in waste line to city.
