Bought a home with a two bedroom basement, separate entrance, full bathroom, and most of the kitchen space completed. Kitchen is missing the fan and stove hook up. Has a sink and fridge working already and countertops.
What would be a rough estimate to get it up to code and be a legal basement rental? I know it may vary depending on what is needed, but any rough estimate and break down of potential costs would be really helpful!
I'm assuming it would need an egress window installation and fire separation at the very least.

You have to give us the square footage. All the cielings and wall shared on the staircase have to be fire rated drywall. If both rooms are going to be used as bedrooms, then you need an egress window in each.

What you have presently is known as a 'wet bar' (a kitchen less a stove). The turning point to a secondary suite is the addition of the stove; unfortunately there's a little more to it than the previous respondent
For a legal secondary suite you will need 2 furnaces so as not to mix air from one suite to another and to provide independent temperature control.
Also, the furnace room is required to be drywalled with joints/gaps sealed.
You may be able to view new show-homes with secondary suites in your area to see these and other requirements to meet current Code.
