Is it possible to spray foam insulation (about 1") and then put R22 or so, batting on top of that? We would do this only for exterior walls. The walls are concrete blocks.
Yes that is possible and I recommend it. Used 2lb sprayfoam since it's got Vapor Barrier built in. I'm assuming you're going to have a framed wall and then use batt insulation.

I would say the opposite actually. The dimensions will not work. If you add 1" foam plus the batt at 5.5" it will not fit.
I would recommend 2" of foam, and R12 for best efficiency.
Val, Why would you do both? Batt insulation should also have some breathing room between the concrete wall and the wood/metal studs. Plus you will have vapour barrier on the warm side of the wall which also prevents drafts. The foam is good for sealing cracks in the attics and wood walls but isn't intended for the use you describe. Keep on asking and there may be some other logical response.

By any chance are you using the foam insulation because there are some moisture issues? If so, I'd be very careful with that, as the foundation can calcify and deteriorate behind the foam if there is a lot of water back there. And foam can act as a vapour barrier, but now a foundation sealing material. It won't hold significant amounts of water out.
