Can I build a garage in front of my bungalow located in East York and how many feet from the sidewalk should the it be?
Also want to add a second floor (3 bdrms) with vinyl siding. What ballpark figure am I looking at?
The Building Dept. can tell you the setback distance for your property. Call them.
The size and details are needed to give a reasonable quote for an addition. There are many variables. Make a drawing to quote from, take it to a building supply store or a contractor.

Paul is right. You need to speak to the Zoning department at the East York Civic Centre in your case to determine your lot's zoning, it's setbacks and all other relevant information regarding your plans.
Unfortunately in the City of Toronto, and I'm not joking...the Zoning department is not reachable by telephone. You are required to go in and see them.
In your case it is the East York Civic Centre at 850 Coxwell Avenue (at Mortimer).
Please note that if your zoning does not permit your desired plans you may not be completely out of luck. You can pursue your option through the Committee of Adjustment.
