It is very difficult to answer your question as prices can vary depending on the finishes you want for the basement, i,e carpet vs engineered floors. A general ball park price would be $30.00 per sqft ft and up.

To get an accurate price post your project on Trusted Pros and have local contractors give you pricing.

Remember, any contractor that tells you don't require a permit for the basement isn't the guy you want in your home.

That is a great Question. Let me ask you, do the outside walls need to be framed? Because that would definitely change the cost allot.

P.S. You also have to consider Insulation and drywall, ceiling drop down or drywall? Either ways all options are available.
