If you needed it custom made including the countertop I would guess roughly 8k but it is very dependent on the finish of the cabinets.

In Toronto good quality custom build vanity like this with quarts countertop will cost up to $10000.00.

From the picture that you provided you would be looking roughly $8000 to $10000 depending on the cabinets that you choose and the choice of marble or quartz counter top as different colors and style effect the price.
