I live in Mississauga, Ontario.

Are horizontal guard rails / cable railing allowed inside the home?

Short answer No.

Code states that a guard shall have no climbable member between 100 mm and 900 mm from the floor surface.Plus the 4" rule, cables stretch and kids can get their head stuck, this can strangle a child . If you have young kids this is a big problem.

No kids no problem, meaning its not that important unless you sell your house.
