I am doing some research and wondering if there is a commission or regulatory body that governs independent contractors.

Unfortunately there is none. Very sad, nobody cares. Media, Government, police, more. You steal better you are, that is Construction industry today. Just think, if you go to rob the bank for $5,000.00 you end up 10 years in jail. In construction industry you are awarded. I cant believe the story I hear sometime. I'm thinking am I in Canada or some third world country.

Not really, it sounds you had a bad experience. I know the Toronto Municipal Licensing and Standards , only does police checks if you have a renovation license with them or look into complaints. I think there should be some kind of agency that governs the small contractor , not only it would help the consumer but also the small contractor, this would only take money and time to be effective with contractors on board.

The term 'contractor' is a vague. There are numerous 'contractors' out there and each Authority having Jurisdiction (AHJ) will have different requirements for things like 'General Contractors', 'Plumbing Contractors', etc. In Ontario, Electrical Contractors and regulated by the Electrical Contractor Registration Agency (ECRA) with is a subsection of the Electrical Safety Authority (ESA).
While not 'Contractor' regulation body, the Ontario Collage of Trades (OCOT) does regulate the personnel in some of the trades that may be working under the umbrella of 'Contractor'. There are 22 regulated trades on Ontario spread out over four different sectors.
