We are looking to hire someone to parg our cinder blocks on the exterior of our basement wondering if someone could tell me if it is necessary to insure they use mesh under the concrete or if it is ok to just apply the concrete to the blocks.
We want to make sure it is done the correct way (prevent it from cracking) and that we know what to ask about when inquiring.

Parging does not require mesh, it get applied straight to the blocks. It is a special type of cement designed for this application. The blocks need to be clean and applying a concrete bonding agent will help if the manufacture recomends it. Parging will crack if the concrete bolcks move, there is no way around it. A bad parging job will flake off though.
James is correct. The only time you would consider using mechanically attached mesh is when the blocks have been painted and you do not want to remove the paint.
