In Ontario, does a contractor need a special licence or anything to draw up plans for a renovation (like cabinet layout, beam placement, wall removal and design in a kitchen)?

Cabinet layout/kitchen plan. No license needed. As Joe blow from Home Depot can draw those.
As for beam placements wall/wall removal you can draw them, however it would need to be stamped signed off by an engineer with a Peng stamp and #. As well as the plan would need to be stamped/signed off by someone who is a registered OAA.
Bobby, Not sure about Ontario but in general you don't require a license for plans. Having said that, you will more than likely require a building permit, which has to be approved ... according to standard building codes. Any major work (structural changes) usually requires an engineered stamp of approval, ensuring that your plans will be legal and safe, as required. Take your ideas to Home Depot (as Scott suggested) or any major lumber/hardware store and most will provide a free consultation and advice.
You need a structural engineer in case you would like to remove a load bearing walls however the kitchen designer doesn't have to have a license as long as she/he knows what they are doing.
