Generally speaking in many cases it is better to remove the eaves as well so that you can remove the fascia to see the status of the rafter ends. In many cases the rot is not just on one area and may require tailong rafters. Sounds like you might have a short shingled roof over that area and water would jave been foing behind eavestrough for awhile . May want to look into that as well

Hi Pat

Depending on the vintage ( Older the better)of your home. Yes old wood soffits / fascia's can be cut out and replaced where there soft and damaged with new wood. 80% of the time cracked and old peeling paint makes the fascia and soffit look worse then it really is. Most all holes are caused by vermin or bugs and must be patched with " Real wood"

then sealed and caulked everywhere , primed

then painted with a quality paint ( C-2 or Benjamin Moore ) If your soffits are metal

then yes everything should be replaced.
