Wondering about cost of installation per post of Techno posts and especially how much vertical clearance is required. Thinking they may be an option for leveling under the edge of our 1 to 3 foot high cottage floor that currently sits on cements blocks.

No unfortunately ,these type of posts are not designed for under a cottage. You require the clearance of the length of the post plus the machine putting the post in the ground. These are more for Decks, Stairs on hills and fences. Your solution would be to, dig holes as deep as possible 5' if possible.
Fill bottom with concrete, place 3 or 4 pieces
of rebar steel sticking out in the center, obviously when concrete is still wet. after it dries. Place a minimum 8" sona tube over the steel bars and cut to length just above ground level. Once this dries you can place a
adjustable steel jack post on top of this pier
provided you have at least 3ft clearance.
jack posts come in various lengths , min. 3'
max. 13' Not sure you will have to check.
