We have noticed a dip in the second floor that coincides with the garage below, it's a dip and then it is level. The rest of the floor is fine. How big of a problem is this?

it would depend on how old the house is, if concrete foundation has settled, when it occurred, is there cracking in drywall. it is necessary to inspect the area to give an appropriate diagnosis. It may be the sign of a serious problem or may have just settled over time and is purely an aesthetic problem.

Sometimes it happens because of settlement of house but in these kind of settlement you should see slope in floor not in one spot.
Sometimes it happens because somebody cut the joists to run pipe, drain or duct.
It is hard to say what is the problem before inspect the site.

Hard to say it sounds like its only in the one spot. If so could be a couple reasons; if conventional framing material was used for the joists then it could very well be as simple and minor as the joists were crowned the wrong way (down instead of up). If it was engineered joists then the crowning doesn't exist (usually) and then would either be settlement in the foundation/footing in that particular spot which sounds a little odd for your situation explained, or faulty joist manufactured or worst case some trade hacked it up (drilled or cut) to big of a hole or notch in the joist not considering the integrity of the joist and not following the manufactures drill hole specs provided.
