Framing Job

Please tell me what you think, this is what I walked into when the guys said they are done the framing? Only holds up the main beam supporting the 2nd story floor joists and floor.

Did your contractor steal that lumber from the cement guys? I have framed for years and on my first day I wouldn't have done that.
