Let's say I want to build my garage next month. 20' x 22' garage. I haven't built anything yet, so I am just looking for some feedback and opinions... I know a little bit about 'lot coverages'. Let's say that I think the size I want might be too big for my property. When I approach an architect to do the drawings, will they tell me if I need to apply for a variance? Will that be stated anywhere on the drawings? What if I build my garage (without a required variance) can my neighbors complain, after-the-fact, to the city? What penalties, if any, can the city served on me, or, can the city tell me to take the garage down and re-build with a required variance?

You have to Google in the Winnipeg area, the need for a building permit.
Everywhere I know of in Canada and most U.S. states will require a building permit.
And I'm sure they will judge the size of the proposed garage re your lot. And set backs from the property line etc.
I would not start building anything without the required permits.
If you get in touch with the building dept in your region directly, they will tell you to ask your architect. Unless you have some friendly people at their office, as we have in the Niagara region. They will tell you up front.

Hi James, thanks for your feedback. I am having a problem grasping/understanding the 'where, what, why' the need for a variance. Please correct me if I'm wrong. My understanding is that if I require a variance (for whatever reason), wouldn't I have to go the City, apply for a variance. Get the City's approval, then apply for a building permit. OR, is the variance somehow connected to, part of, the building permit. If I get approval for a building permit, is it assumed that no variance is needed???
